Board Member Biographies
Suzanne W. Belmore - Ms. Belmore
has a Master’s Degree in Women’s Health Care and has worked as a
Registered Nurse in Women’s & Children’s Health Care since 1974.
She became a flight attendant in 2000 with U.S. Airways but is on
furlough at present. Ms Belmore is currently a Nurse Consultant
performing clinical site review for the State of Virginia. She and
her husband, Fredericksburg Mayor Thomas J. Tomzak, M.D. are committed
to supporting RACCAP in the Fredericksburg area. Ms. Belmore is
chair of the Annual Fund Committee and has served on the RACCAP
Board since March 1998.
Cindye L. Brown - Ms. Brown has a
degree in Social Work. She was employed with RACSB for three years
and then was the Assistant Director of Hope House. She has worked
for Family Preservation Services for the past ten years and is the
Regional Coordinator. Cindye has served on the RACCAP Board since
April 2005 and has been the Board Secretary since April 2006.
Cathy Lee Brown – Ms. Brown has been
very involved in bicultural/bi-lingual outreach activities working
with the United Way of Richmond and now as the House Operations
Manager for Ronald McDonald House Charities of Richmond. Ms. Brown
also has a weekly radio show on WRIR. She has served on the RACCAP
Board since 2007.
Karen E. Clark - Ms. Clark has served
on the RACCAP Board since 1989. She was one of the founding board
members. She has served several terms each as Treasurer and President
as well as Secretary. Karen is employed with the Stafford Department
of Social Services as a Social Work Supervisor. Karen is currently
serving as Board President.
Robert “Bud” G. Cloughley - Mr. Cloughley
is employed by the Spotsylvania Department of Social Services as
a Child Protective Services Worker. He is committed to doing all
we can to prevent child abuse and neglect in our community. Bud
has served on the RACCAP Board since April 2005.
Dorcella M. Grate - Ms. Grate is a corrections
officer with the Rappahannock Regional Jail. She has been a volunteer
Foster Parent and Respite Parent for two years with the Fredericksburg
Department of Social Services. Dorcella is veryexcited about serving
on the RACCAP Board as she states that “anything dealing with children
I’m for!”. Dorcella has served on the board since April 2005.
Christine Greene – Ms. Greene is
a Senior Attorney for the Neighborhood Legal Services Program. She
currently concentrates in the area of family and domestic relations
law. She also formerly co-founded a Virginia-based mediation service.
Christine is experienced in civil litigation, family, immigration
and post-conviction law and is currently a Faculty Mentor for the
California Southern University Law School of Law. Christine also
co-authored the article, African American family life: The dynamics
of interactions, relationships, and roles, which is published in
New Directions for Child and Adolescent Development 1995:68, 5.
Christine earned her undergraduate degree in Psychology from the
University of Virginia and her J.D. from the Washington and Lee
University School of Law.
Robert “Bob” Haley – Mr. Haley is
an attorney for Stafford County. He has been a long-time Fredericksburg
resident and has practiced law for 35 years in our area. Bob has
been advocating for the safety of our community’s children throughout
his career. He has served on the RACCAP Board since 2008.
Karmaria A. Negron - Ms. Negron is employed
as a Parent Educator for the Rappahannock Area Community Services
Board. She has been a RACCAP volunteer since 2000 serving as a parent
support group facilitator and chair of the Direct Service Committee.
Karmaria has been on the RACCAP Board since December 2002 and has
served as Vice President since March 2004.
Lilian Orth - Lilian is a private
contractor who, for the past ten years, has worked with the families
of The Family Educator Program through the Spotsylvania Department
of Social Services. She is a 10 year CASA volunteer and currently
serves as a group facilitator for the Spotsylvania Circle of Parents
group. Ms. Orth sees RACCAP as a valuable support network for parents
to come together to support themselves in the best interest of their
children with parent education and information about parent resources
made available for all needs. Lilian has served on the RACCAP Board
since March 2002
Gail Perkins – Ms. Perkins is a Forensic
Nurse Coordinator at Mary Washington Hospital. She serves on the
Children’s Advocacy Center Task Force, Coalition for a Community
Without Violence, Hispanic Latino Domestic Violence Council, Sexual
Assault Response Team, Sexual Assault Nurse Examiner Advisory Council.
She has served on the RACCAP Board since 2008.
Donna M. Smith - Ms. Smith is a daycare
provider and a foster and adoptive parent. She is involved in many
community activities, and a past board member of Anne Hamrick Community
House, the VA Alliance of Family Daycare Assn., VAEYC, Fred. Area
Family Day Care Assn, NAFCC, and the steering committee of the Boys
& Girls Club. Ms. Smith states that she will do anything to
help children. Donna is the current chair of the RACCAP Direct Service
Committee and has served onthe RACCAP Board since March 2002.
Kimberly C. Strader - Mrs. Strader is a Foster Care
Social Worker for the Stafford Department of Social Services. She
served six years as the Board President. Mrs. Strader is committed
to helping our children and dedicated to ensuring RACCAP’s success.
Kimberly has served on the RACCAP Board since 1997.
Deborah C. Sullivan - Ms. Sullivan
is the CEO/Owner of Creative Dimension Group.. She has volunteered
as a Children’s Program Coordinator at the Fredericksburg Circle
of Parent’s group. Ms. Sullivan served as the Secretary for two
years and is currently the Board Treasurer. Deborah has been on
the RACCAP Board since March 2003.
Jenna Villforth Veazey - Ms. Veazey
has worked in a publications department of a non-profit and as a
“social marketer” for health-related government contracts. She is
a member of the Virginia Child Abuse Prevention Committee. She has
received the support of the Circle of Parents program through RACCAP
first-hand. (Read more about her
experience in our documents section.) She received training
from the national office of Circle of Parents in Chicago on Parent
Leadership. Ms. Veazey envisions RACCAP to be the go to source for
all things parenting in the Greater Fredericksburg Area. Jenna has
served on the RACCAP Board since April 2006.
Staff Biographies
Donna Guevara - Donna has been involved with
RACCAP for many years serving as a Parent’s Anonymous Parent Leader
and RACCAP Board Member in the early years of the organization.
Ms. Guevara joined the staff in January 2008 as a Site Coordinator.
She is working with the children program at the Stafford Head Start,
Fredericksburg Hillcrest and Orange Circle of Parents groups.
Amy Franklin - Amy has been with RACCAP since
January 2007. She is currently the site coordinator for the Spotsylvania
and Stafford groups. She is the facilitator for the children’s program
and enjoys working with all of her groups. She states that “I’m
excited for RACCAP’s growth this year and look forward to working
with you and your family”
Vicky Fuentes Vicky has been with
RACCAP since August 2006. Currently she is the site coordinator
for Caroline, Fredericksburg-Spanish speaking group, and Spotsylvania
Counties. She is also bilingual in Spanish and English. She states
that “It would be a pleasure to work with you if you decide to join
us.”
Teresa Irvine -Teresa has been with
RACCAP since August 2006. She currently serves as the Public Education
and Marketing coordinator. She also volunteers as a Circle of Parents
group facilitator and enjoys working with parents and familie
Kimberly Koon - Kimberly has been with RACCAP since
January 2004. Currently she is the Program Manager and the site
coordinator for King George County. She enjoys working with children
and learning more about the families who participate with the Circle
of Parents support groups. She states “I love visiting the different
sites and meeting new familie
Julie Rivnak-McAdam - Julie started
as a volunteer facilitator in 1991. She is now the Executive Director.
She has seen many exciting changes with this organization as it
has grown through the years. She states that “I feel confident that
RACCAP will continue to prosper as we meet the ever expanding parenting
needs of the families we serve in our community.
Angie Wiegert - Angie has been with
RACCAP since August 2006. Currently she is the site coordinator
in Fredericksburg (Hillcrest) on Wednesday evenings and the facilitator
for the Spanish group on Tuesday evenings. She is also bilingual
in English and Spanish.
